Hurricane Dolly's winds have hit 96 miles an hour, the criteria for a Category 2 storm, according to the National Hurricane Center.

Forecasters say Dolly has become a hurricane and is heading toward southern Texas and northeastern Mexico.

Dolly became a Category 1 hurricane Tuesday afternoon in the western Gulf of Mexico, prompting a weather official to urge anyone on Texas' barrier islands to consider leaving immediately.
